With over two decades of government, political, and labor experience, Scott Crowley is a trusted advisor to organizations looking to partner with and navigate New York City and State. At Fontas Advisors, Scott specializes in legislative advocacy and public sector funding and has successfully represented a diverse group of clients in the corporate, technology, and nonprofit sectors. A life-long New Yorker with deep ties to Queens, Scott brings his diverse relationships and a stakeholder-first approach to his advocacy work.

Scott has extensive experience and knowledge of the City’s highly-complicated legislative and budget processes, having spent 8 years as Deputy Director of the New York City Council Finance Division, where he oversaw the Council’s Expense and Capital funding process and led the Council’s effort on State Budget priorities. He managed the Council’s grantmaking process for community-based organizations, working with all 51 Council Members and their staffs, coordinating their budget allocations and working directly with the City Council Speaker on citywide funding initiatives. In addition, Scott advised the Speaker on strategies to make the budget process more transparent including digitizing the application process via an online portal and releasing the final funding decisions with a searchable function on the Council’s website.

Prior to joining the Council, Scott worked at Local 338, RWDSU/UFCW overseeing the City and State lobbying efforts and successfully running a campaign to bring a negligent employer back to the negotiating table. The strategy was designed to run like a political campaign, rather than a traditional labor campaign: employing letters from elected officials, petitions from the public, media events, and leafleting. Scott lobbied successfully for legislation including the Grocery Worker Retention Act, protecting the rights of grocery store workers in the change of management.

Scott has been featured in New York City’s top political trade publication City and State NY’s Queens Power 100 2021-2024. Scott as a holds a B.S. in Business Administration from Rochester Institute of Technology and an M.P.A. in Government from Baruch College.
